Well, that was disappointing. I don't even know what Franks was doing there. He just seems to show up anytime Gibbs has a storyline. It's totally unsastisfying that basically Abby, Ducky, and Vance all became accesories after-the-fact to Gibbs's murder. Doesn't matter if it's a drug dealer, he still murdered the guy. And if this is the noir they were playing it as last season, Gibbs has to go down for it.

Also--I am pretty sure it is illegal to set someone up to commit murder. But then, if everyone's cool with covering up Gibbs's crime, what's one more murder?

I didn't know what was going on half the episode. It just seemed to be posturing. And violating the law. You know what the one thing I liked about the episode was? The whiff of a subplot for Tony.
