Yeah--it's the whole she's devoted to him but it can't work out romantically thing. The only time I've seen that work on screen is Mal and Zoe--most of the time romance is used as a shorthand for any sort of emotional connection between two characters.
There's more romance between Pepper and Stark than Zoe and Mal. There's still a question of will-they-go-there whereas with Zoe and Mal it's a definite no-they-won't.
(And, er, all the way down here, but: is there more meta and/or other writing to come from this or just a general observation? Because I'd be behind that. Totally ^.~)
See, I liked the movie. That usually doesn't lead to meta. ... It leads to fic.
I see Pepper and Stark as Zoe and Mal might have been when they first got the Serenity, before Wash. In other words, I see Pepper and Stark getting to a point where there is no romance vibe where everyone thinks there should be, though he still depends on her and she's still devoted to him.

Um, kinda what I was hoping with the "other writing" comment. I dunno what's happened to me, but I get incredibly embarrassed about things that I want fic for. I think I spent too much time getting heckled for writing Blade stuff. But if you will write it, I'll definitely read it. The post-credits scene made me veer into cross-over territory and I went squee-splode.

It would take a better, stronger actress than Gwyneth Paltrow to make that stick, though. I could see it, character-wise, since he's an ass and she's not ready to put up with 100% of his personal and professional bullshit 24-7 (any more than she already does; how many hours does she work for him a day/week/month/year?). But I don't see that she entirely has the will power to overcome attraction to him whilst her job is centered on him the way Zoe does. Zoe sticks with Mal out of loyalty, but they also understand the universe in similar ways that few others do. It's as much by choice as by lack of better options (or the other way around, whatever). I don't see that rarity in the movie except for the fact that he doesn't have any friends other than her and Rhodey. She could get a better job and have friends (she seems to know enough people at the party to panic when dancing with her boss).
Now I wanna write some (and sorry, I gotta agree with trinityvixen -- Zoe/Mal was always a big NO for me, I loved their interaction but didn't see it as sexual or romantic. But Tony/Pepper is.)
