My wife is the same way. I think over the years she's had a total of one person who could consistently find her veins. The rest just poke and poke--half the time they have to give up and go for the thumb or something else insane.
She did feel around on my forearms and the backs of my hands but couldn't find any distinct veins there either. She ended up sticking both my arms and wiggling the needle around a bit and still only got maybe a quarter of a test tube full of blood. After she gave up she looked at it and said, "Well, maybe we can do some tests on this."
I figure it just means I'm really well constructed. And that I'd be a terrible IV drug user.
It's more a matter of locating a vein that's big enough and clear enough to jab, with her. Because usually it's injecting, like for an IV, rather than taking.
